Ontario Immigrant Nominee Program (OINP)

The Ontario Immigrant Nominee Program (OINP), Ontario's Provincial Nominee Program (PNP) has undergone a major redesign, offering targeted pathways for skilled professionals and workers aspiring to build their lives in Canada's most populous province. Tailored to address specific labour market shortages, the overhauled program features two core streams designed to accommodate workers across diverse skill levels. Along with structural adjustments, these updates aim to streamline compliance while focusing recruitment on key economic regions.


Ontario Workforce Priority Pathways

TEER 0-3 Pathway

TEER stands for Training, Education, Experience and Responsibilities (TEER). Under Canada's National Occupational Classification (NOC), TEER 0-3 are considered skilled work. The OINP's TEER 0-3 pathway offers a direct route to permanent residence for skilled applicants with a full-time, permanent job offer in Ontario.

Minimum Requirements:

  • Work Experience: Applicants must demonstrate either 6 consecutive months of experience (or 3 consecutive months for recent Ontario graduates) in the job offer position with the job offer employer within the last year, or 2 cumulative years in the NOC occupation within the past 5 years. Licensed professionals are exempt from the work experience requirement.

  • Language & Education: Candidates require a minimum Canadian Language Benchmark (CLB) score of 6 (or CLB 5 for specific designated positions) and a post-secondary degree or diploma.

A Special Route for Medical Professionals: Self-employed physicians can qualify for this stream without needing a job offer. Eligible applicants must be in good standing with the College of Physicians and Surgeons of Ontario, hold a valid independent, academic, or provisional certificate of registration, and be eligible to bill through the Ontario Health Insurance Plan (OHIP).

TEER 4-5 Pathway

Recognizing that essential workers drive infrastructure and services, the TEER 4-5 pathway opens opportunities for entry level and semi-skilled occupations. Like the skilled worker pathway, candidates must hold a full-time, permanent job offer from an Ontario employer.

Minimum Requirements:

  • Work Experience: Applicants need 9 cumulative months of experience over the last 2 years in the job offer position with the job offer employer.

  • Language & Education: This pathway features accessible entry limits, requiring CLB 4 and a Canadian high school diploma or its verified international equivalent.


Supporting Ontario's Rural Communities

To encourage a fairer economic distribution across the province, the OINP offers regional incentives. Lower gross annual revenue requirements will apply to participating employers located in rural communities. A rural community is defined as any area falling within a census division with a population of less than 150,000 residents.
